An Energy Performance Certificate is a little like the certificates found on many household appliances it gives an asset rating based on its energy efficiency (not taking into account how the occupiers utilise their home).

The energy efficiency rating is a measure of the overall efficiency of a home. The higher the rating is the lower the fuels bills will be.
The environmental impact rating is a measure of a homes impact on the environment in terms of carbon dioxide (CO2) emissions. The higher the rating the less impact to the environment.
